Preheat oven to 375°F (190°C). Lightly grease or line a 9x13 baking dish with parchment paper.
In a small bowl, mix together flour, salt, and paprika. Lightly coat chicken thighs in the mixture, shaking off any excess.
Arrange the chicken evenly in the baking dish.
In another bowl, whisk together honey, minced garlic, and Worcestershire sauce. Pour evenly over the chicken to coat.
Sprinkle red pepper flakes over the top for a hint of heat and color.
Cover the dish tightly with foil and bake for 30 minutes.
Remove foil and bake uncovered for 15 minutes, or until chicken reaches 165°F and the glaze is thick and golden.
For an extra caramelized finish, broil for 1–2 minutes, watching closely.
Spoon the extra sauce over the chicken before serving.
